UK Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a latest survey of local authorities, English councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and land to support their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of councils attempting to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using savings to weather growing fiscal pressures.”

Specific Examples of Planned Sales

One local authority in southeast England said its property management strategy included the sale of a shopping centre in a local town and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next April to cover the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both better provisions and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils recently further found council budgets being strained by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties confronting local leaders across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
